Changes are set for the 2025 NFL season with various rule adjustments as explained by Eagles Assistant General Manager Jon Ferrari. These changes were discussed at the recent NFL Annual Meeting and are now becoming permanent fixtures in the game.
One significant rule alteration involves kickoffs. As Ferrari explained, "It makes last year's one-year experiment rule permanent with a couple of changes." The touchback dead-ball spot will now be at the 35-yard line, compared to the 30-yard line in 2024. These changes are expected to increase kickoff returns significantly.

Further modifications include the expansion of Instant Replay's ability to advise on-field officials. Ferrari explained, "Replay assist cannot put a flag down on the field. They can only pick flags up."
Additionally, teams can now designate two players to return from Injured Reserve, with an expansion during the postseason. Ferrari remarked, "This was the rule that was in place last year and they just made it permanent."
Moreover, several approved resolutions were discussed. These include travel arrangements for unrestricted free agents during the negotiation period, adjustments to prepare kicking footballs before game day, and granting press box scouting credentials for playoff teams.
