Clarion University issued the following announcement on Nov. 3.
The Pennsylvania Rural-Urban Leadership Program will host the Clarion Hybrid Study Institute beginning Thursday, Nov. 4, through Saturday, Nov. 6, at Clarion University.
The theme of the event is "Over the Meadow and Through the Woods – Rural PA's Resources, Challenges, & RULE Wrap-Up."
The goals of the event include:
- To better understand a university's role in community development and provide insight from student leader perspectives.
- To enhance a personal appreciation for Pennsylvania's natural resources.
- To provide a forum to challenge leadership stereotypes, not only to push ourselves, but to position the class for a learning experience wrap-up.
- To synthesize the RULE XVIII experience with a committed class effort.
- To address leadership development as lifelong learning and to identify paths forward.

The Pennsylvania Rural-Urban Leadership Program encourages and fosters the development of adult community leaders from all segments of Pennsylvania. RULE explores public issue engagement, interorganizational networking, effective public decision making, strategic design, and sustainable relationships.
Two-time Clarion University alumnus J.D. Dunbar '77 and '79G has been the chief administrator of RULE for 22 years. A graduate of RULE II, Dunbar has been affiliated with RULE for the past 24 years. She was recognized with the Outstanding Leadership Director award in 2000 by the International Association of Programs for Agricultural Leadership (IAPAL). A wordsmith by trade, and a public speaker by profession, she travels internationally delivering presentations on leadership and communication skills to an amalgam of venues - most frequently, other leadership programs.
