PA Fair Elections announces support for Model Election Laws Handbook to modernize elections

PA Fair Elections said on May 12 that it, along with a coalition of election integrity advocates, announced support for the Model Election Laws Handbook as a resource for modernizing Pennsylvania’s Election Code and promoting consistent election administration across the Commonwealth.

The announcement describes the handbook as a set of model policy frameworks, legislative drafting guidance, and an appendix of court decisions and best practices intended to assist lawmakers in strengthening election administration, according to PA Fair Elections.

A 2019 performance audit by the Pennsylvania Auditor General found inaccuracies in the Statewide Uniform Registry of Electors system tied to weaknesses in voter registration applications and record maintenance. The audit noted issues such as applications submitted with non-Pennsylvania residential addresses and limited geographic controls to ensure records are routed to the correct county, according to the Pennsylvania Auditor General and analysis cited by the Bipartisan Policy Center.

The U.S. Election Assistance Commission reported that states removed more than 21 million voter registration records between the close of registration for the 2022 general election and the close of registration for the 2024 general election. The agency also noted that states sent nearly 40 million confirmation notices aimed at verifying continued voter eligibility during that period.

PA Fair Elections describes itself as a nonpartisan association of Pennsylvania voters focused on promoting election integrity and encouraging compliance with election law. The group says it trains members for election-related roles, sponsors reports on election administration compliance, and coordinates efforts aimed at restoring confidence in Pennsylvania elections.
